CHALLENGE
Limited citizen involvement in sustainable land‑use planning
TECHNOLOGY
Co‑creation and democratic labs for participatory planning
POTENTIAL
Enhances policy implementation and supports sustainable transitions
Goal
DELTAR develops a model for citizen involvement in holistic spatial planning to support the Green Tripartite Agreement. Through democratic labs in three municipalities, new engagement formats are tested. The project creates strategies and governance initiatives to enhance citizen participation, sustainable transitions, and policy implementation, with a focus on scaling and social transformation.
Plan
The project will be implemented in a partnership between University of Copenhagen and Gate 21 with partners (Lejre, Roskilde, Køge Municipality) and HOFOR (public utility).
The project follows a co-creative process through four phases: design, experimentation, evaluation, and upscaling. It integrates practice-based insights, participatory research, and stakeholder engagement to develop and refine interventions. The goal is to foster sustainable behavior through democratic principles, highlighting the link between citizen participation and sustainability.
Expected results
DELTAR will enhance political legitimacy and improve the implementation of policies under the “Green Tripartite Agreement” through developing a model for citizen involvement in land use decisions.
DELTAR fosters co-creation to ensure sustainable land use and policy implementation and enhances political legitimacy, supports CO₂ reduction goals, biodiversity, and water quality improvements.
